Ok, so what should you know about the Facebook's Oversight Board?! What the heck is this thing, where did it come from, and why should you care about the documents they released today? Until I can publish my (very long law review) paper (no one will read) I MADE A THREAD. 1/

Context: The Board is going to be a body of people independent financially & motivationally from FB that reviews individual user's appeals of content removal & issues *binding* decisions on FB. It will also serve to make *recommendations* on content moderation policy to FB 2/

Charter lays out the structure and procedure that the Board will be bound to, & that cannot be changed without a (fairly rigorous) amendment process. It starts w/ 2 co-chairs picked by FB, co-chairs will pick next 9 members. At 11 members, Board can start hearing appeals. 3/

It will be critical who signs on to serve in these roles. But names alone don't make this Board. These core documents will define much of what the Board can (or cannot) do and the role it please in online speech governance. 4/

The documents today are the sum of 6+ months of global external consultation. 2000+ people, 88 languages. There are still areas to be worried about how they will grow and develop, but mostly it really looks like FB is putting real thought & resources to making sure this works. 5/

I have no idea if the Board will gain legitimacy. Maybe it will disappear overnight like Google's AI Ethics Board. But at the very least, so far, it's a bigger & more rigorous commitment of time, money, & platform power than anything that's come before. 6/

honestly, I'm skeptical of how diverse ANY 11-40 person group of people can be of a GLOBAL set of users. But all I can say the "diversity" of the Board -- whatever that means -- was a HUGE area of consensus in external feedback. Everyone wants it there.

everyone wants it but no one knows what it means. And here it has to be waaaaay more expansive than any American notion of "diversity," which is obviously already highly contested.
