America seems to only have two types of housing policy: Proven to be utterly dysfunctional in the face of rapid population growth and not yet proven to be dysfunctional due to anemic growth. West coast is bad because the entire coast is growing rapidly.

The point is Seattle has dramatically changed. It’s still flawed by way too much single family only zoning. But so much progress on building has been achieved. Of course virtually none to tackle homelessness.

Conflict of land supply and high market demand due to population inflow, an eternal one. Government can ease it a bit by increase the supply through regulatory adjustment, improve approval process efficiency, the rest is up to the market.
