I'd question:"WA's planning laws have (sharper) teeth." In WA, there's no state control over housing targets; in CA, HCD must approve targets (and could be much more aggressive). Minimum densities and the Housing Accountability Act are also better in CA.

Because it’s still not enough. A combination of zoning constraints and high construction costs mean we in Seattle are building, maybe, half as much housing as necessary.
