More like it's a lesson in tradeoffs. Compassion for homeless (in the way that SF does it) trades off against how safe it is to walk at night. SF voters think it's worth it. One consequence: I never see cute old couples going on nighttime strolls like I did in European cities.
Feross, that budget also covers an additional 6,000 permanent supportive housing units — which if we did not have them, our population would be double its current size. So your $30K per person calculation is way off.
