Yes, I understand your argument. It would be interesting to see lists of 100 most valuable commercial properties in various locations (cities and counties) and ID how much more in property taxes they would pay if Prop 13 was repealed & taxes were based on assessed market value.

Research on this shows about half of commercial properties pay at or near assessed market value. So Apple would pay no more on its new $3.6 billion HQ. But Disneyland would pay maybe $5 mil more (assuming Anaheim doesn’t give it all back in public subsidies.)
