Prop 13 is awful and should absolutely be repealed, but what is stopping the state from funding schools and shelters with income tax and sales tax $?

You'd need much higher taxes than other states. That would tend to keep people out, since newcomers wouldn't benefit from Prop 13 but would have to pay super high income/sales taxes.

It’s also an indirect reason why newcomers have to be fairly affluent to come here these days. The state is financially dependent on a small % of very high income people floating it to compensate for the capped property taxes + high real estate equity.
