Think about all of the economic and creative energy of the 5th largest economy in the world just sucked into higher and higher property values with a disproportionately small % of that value allocated toward offering baseline decent public services.

I’m not in favor of Prop 13, but I’m also really not on board with the split roll ideas. Cities are already skewed to want office space instead of housing; it doesn’t seem wise to make that even more strongly tilted.

Prop 13 is awful and should absolutely be repealed, but what is stopping the state from funding schools and shelters with income tax and sales tax $?

You'd need much higher taxes than other states. That would tend to keep people out, since newcomers wouldn't benefit from Prop 13 but would have to pay super high income/sales taxes.
