I’m not being a smartass (intentionally) but isn’t this ultimately an unsolvable problem? Space is a finite commodity in the Bay Area. Housing prices are just gonna rise and rise. When I worked there I shared a Chinatown apartment with 4 college students. I was 55.

If greater density is allowed, that helps make use of finite area. There's probably a maximum density, but Silicon Valley is far below it.
