Is this a way of saying local control is a failure because of land supply issues, but someone at the national level is needed to deal with this supply issue? Are state governments unable to levy taxes on land?

Yes, so long as there's a budget to MAINTAIN them over their entire useful life. Lots of federally funded housing projects fell into disrepair because this wasn't considered.
