I disagree; each state has the ability to control who can go on its own ballots. Federal constitution only sets minimum requirements for who is eligible for federal offices. (This precedent could be misused for other requirements; likely why Brown vetoed it)

Obviously targeted and partisan, but I have an easier time making a case for than against in the abstract. The tax return norm seems like a good one, more or less harmless and codifying isn't much of a hardship to any non-corrupt candidates. Open to counters.
