usually nav center sites are just temporary before the site is changed into something else in a longer-term development process later. That’s a great idea for the underutilized space in my district. The city should also install some trash cans along the M-train route from Balboa Park on San Jose street. Folks who have been living in cars have no where to dispose their trash except on the streets & sidewalk.
