Also has any data been presented about the actual number of affordable housing projects that have been stalled specifically by discretionary review? Seems like it's easy to figure out if that's really been the obstacle.

at least four affordable housing projects in the past several years have been delayed by discretionary reviews: 88 Broadway, 2060 Folsom Street, 800 Presidio Avenue, and 1296 Shotwell Street. airplane crashes are quite rare too, and that doesn't matter, you fix the problems.

I recall a certain Mission supervisor having an exasperated hours upon hours long hearing last year to lament about why affordable projects were taking so long.
