so this is the question i asked before: the charter says board of appeals reviews discretionary decisions of the zoning administrator; zoning code (ordinance code) establishes what is and is not discretionary. why *can't* an ordinance amendment change what is subject to appeal?

a question for the land use lawyers out there, because this seems imo like something that can be addressed by changing the zoning regulations, not the charter
