We could get it down to 2% of AMI, and the goalposts would just move to -20% of AMI. Supes fight this because it takes away their ability to extract graft from affordable homebuilders. It's no less corrupt than Chicago where you pay off the Alderman if you want anything done.

I don't think you're interpreting this correctly. I'm not sure who enforces the AMI bands between federal, state or local law, depending on where the money comes from.... it may be a thing that is not within the city's power actually if it's federal money.
