Not for the income range that city workers, including teachers, covers. Middle-income is also the most expensive kind of housing for the city to subsidize because state & federal tax credit programs don't offer support for it.

i'm not an expert, but afaik projects don't need to be 100% affordable to qualify for SB 35. I know you have a preference for a lot of so-called middle income, but mixed-income projects can qualify for SB 35 streamlining
