they are one of the most consistently anti-homeless forces in San Francisco and they repeatedly put their money where their mouths are. they can go straight to hell with their "advocacy", which consists of "how can we get the poors out of sight faster"

this hypothetical commission doesn't have oversight over the police department or DPW, which are the ones doing the sweeps, not HSH (which often gets conflated w/ them but is connected to all the service providers)

that's been made more complicated by HSOC, who absolutely is responsible for sweeps coordination or they wouldn't have to answer so many journos' requests about how Everything Is Fine

yes... so... how do you make HSOC a more transparent body that doesn't have police effectively leading city interactions with people without housing? (Which isn't what Matt is proposing.)

Homelessness Commish could exert more oversight over HSOC. HSOC is under police, so Police Commission has primary authority. But Homelessness Commish can demand Directors/Police Chief report, present data, offer recommendations. There will be more HSOC oversight than exists now

but the commission is not for the police department. It's for HSH.

you could also end up having two different prioritization standards for shelters, one for federal dollars & one for local $$ because you can't legally get rid of the federal Continuum of Care board. Bc you can't consolidate the commissions, how would providers reconcile this?

also, another concern is whether this is just pretext for killing Coordinated Entry, which is the single system that the city has spent years on in trying to figure out how to ration/prioritize limited space/placements.
