San Jose still has lower headcount than the early 2000s and is one of the most thinly staffed major city govts in the country while SF added 5K+ FTEs since the recession. Oakland has school closures while SF passed Prop G for teacher salary raises.

That said, I think it is correct to phase out the 2011 Mid-Market tax exemption.
