Set asides are based on percentages, no? If so, wouldn’t the amount of discretionary money have doubled since Ed Lee took over? Also, pension money from the city budget has grown significantly since 2008.

we need to cut pensions, and stop gaming of the pension system by people doing heavy overtime in last 3 yrs pre-retirement. a 10% cut would go a long way
