Another California housing bill bites the dust. @RichardBloom’s AB 1279, which would have added incentives for developers to build middle- and low-income housing in wealthier communities is done for the year, his office confirms.

I elected to move AB 1279 to two-year status. I would have preferred to get it done this year. But, the bill is dependent upon not yet completed mapping that helps define areas that are jobs/transportation rich, but housing poor.

The bill targets these data-defined areas for affordable housing. I will also use this time to refine amendments removing some single-family neighborhood language and adding protection for historic districts.

One thing I’d like to point out about AB 1279 is that it posits a familiar theme: that building greater density and providing housing for all income levels are a given if we are to adequately address the affordability crisis...

...but, I strongly believe, and the bill will reflect, that local jurisdictions ought to have the opportunity to come up with real solutions before being subject to state intervention.

I saw a heading/legislative summary of your bill for that said it exempted jurisdictions that met their RHNA goals. But then I didn’t find that particular provision within the actual legislation itself.

RHNa goals are... easily manipulated. Cities that have never built much have low RHNA goals going forward.https://www.lewis.ucla.edu/2019/05/10/rhna-flawed-law/ …
