Even if it's legal, local control can make it hard to pencil out. My dad recently bought a parcel in Antioch for a small apartment building... But they had a lot of requirements that would have made it unprofitable.

You could tell that the requirements were meant to be anti-gentrification and family-oriented... Like they wanted all 3-bedroom apartments. But half as many 3 bedrooms as 1 bedrooms won't pencil :/
