It’s also weird why they didn’t do this like 3-4 years ago and still sets an interesting (although not universally positive precedent) that an employer wants to self-contain some impact from the jobs they provide by creating housing on-site.

Wanting to isn't much of a precedent. IIRC Facebook wanted to include housing when it designed its Menlo Park campus. Menlo Park residents made the company town argument and got that proposal rejected.

They’ve wanted to build housing near their HQ for years. And they got somewhat far in the last 4-5 on the North Bayshore plan with the last mayor but then ....
