75% of that is their estimated value of their land they are vaguely repurposing for some find of housing they are defining. Then those 15,000 additional residents will need schools, more public transportation, public services, etc. Google paying for all that also?

whoever is paying property taxes on the units housing those 15,000 people will be paying multiples of whatever the existing parcels are paying because of Proposition 13.
