It’s part of the Special Tax for People of Color. State and local governments here use these kinds of laws to raise money. The tax, uh, fine in Sacramento is $195!

The first time I saw one of those was in Maryland near Great Falls Park.

We have them in Georgia too. You notice them along GA 400 once you pass through the old toll way.
