That's more an indictment of our ability to manage/mandate safety as an evolving lifetime feature instead of only focusing on safety during the design phase. When Fukushima was commissioned in 1971, it was built for the strongest tsunami thought possible.

Some of this thinking needs to trickle up to Washington, where there is still no unreinforced masonry retrofit requirement. People will eventually die because of this lassitude.
