SB50 wouldn’t have solved this problem and the free market will never provide homes for the homeless
SB50 would have alleviated upward pressure on the rest of the housing market, and paired with more substantive state funding on homelessness plus stronger statewide tenant protections, it would’ve made a difference going forward.

at some point, once all the 2019 federal point-in-time count numbers are in, people will eventually notice that California is likely the only state with very high multiple double-digit increases in homelessness across the board in its major cities & counties.
maybe has something to do w/ the fact that its shelter provision is way below par and also it's 49th in housing production per capita, ahead of only Utah.
