'it' or what to do isn't really agreed-upon: vouchers/benefit vs new building, or what type of housing. So it's particular 'theys' promoting certain approaches. Eg housing the homeless is always cheaper, so clearly we must build more housing, esp dedicated PSH, the way we do now
