It’s a relatively new Department, just 4 years old. And it isn’t in the charter. Still it’s playing a more and more important role in leading our response to homelessness. I believe it should have a commission.

If a board or commission doesn’t have oversight over SFPD, HSOC and DPW’s interactions with people without housing, then it’s irrelevant and you’ve changed nothing except created another body to look like you’ve done something.

That’s not sufficient. Any commission examining homelessness needs to do it holistically looking at all points of interaction from services, HOT team to “encampment resolutions” to property tagging to citations.

Currently oversight is split/piecemeal. You can see intake & exit information but not how often people’s possessions are bagged or how often they’re cited.
