Kim-Mai is right - Under HSOC, SF's response to homelessness is led by @SFPDCmdrLazar at SFPD and DPW. You can't address a social and systemic crisis that way. Any new commission needs to have oversight authority over all of HSOC.

The proposed commission could serve as an inroad to oversight of HSOC; it can demand info from SFPD about HSOC, and the recommendations it makes will carry the weight of all appointees, both Mayor and BOS. It's a start, and if we like the results we can always expand scope.
