Aaron isn't incentivized to solve the housing or homelessness crisis, nor are many of his voters. Aaron is incentivized to do some token things around tenant rights and things that protect/enhance values for homeowners.

Solving homelessness costs more than voters are willing to pay or willing to restructure their own land system. Solving housing means solving things for people who aren't currently his constituents.
