But we don't have to operate at the federal government's level. California and the Bay Area do have enough market, cultural cachet to influence certain industries. (See: auto emissions standards under Jerry Brown, for example).

You also have the problem this is much harder to enforce and can be done anywhere in the world. E.g. a random webcam pointing to a street, uploading the feed to anywhere in the world where the laws don't apply where software IDs people and post their names on the internet.
