I feel like the U.S. should set cultural and legal precedents early, lest we become like China, where there are little to zero proclivities around deploying facial recognition technology (particularly by law enforcement entities.)

Aaron isn't incentivized to solve the housing or homelessness crisis, nor are many of his voters. Aaron is incentivized to do some token things around tenant rights and things that protect/enhance values for homeowners.

Since SF doesn’t bother to enforce laws, this seems like a great way for the city to continue to do the same while giving itself some nice PR

I think there's a lot of room for cultural norms around facial recognition to be shaped and normalized right now and if that involves some symbolic municipal and state measures, so be it.

1) passively finding missing persons, children (amber alert), violent fugitives or criminals at large. 2) the private sector will deploy facial recognition anyway easy to fake *ban* new tech. takes leadership to find framework to capture benefits, containing privacy fallout

Missing children is an interesting one. Although you'd have to scan everyone's faces to produce information, which could be a violation of those people's civil liberties. I also don't think it's a given that the private sector will deploy facial recognition.
