if the bypass tracks were to the right, then there would be more property takings; if the current tracks were used during construction, there would be a need for a longer tunnel

Kou: the tunnel is popular, and people do not realize that Caltrain will be increasing capacity and ridership with electrification. People are concerned about the cost, can you break down the cost incrementally? tunnelling, shoofly, underground station?

that's what I said in public comment. "other cities do this. San Francisco is building at that density at Transbay. San Jose is building at that density at Diridon. The question is whether Palo Alto wants to make those choices"
