The reason why cities like Sunnyvale and MV resist SB50 isn’t because of NIMBYism. It’s because SB50 makes no effort to distinguish bad actors from good. And the good actors are understandably upset at being punished for no reason other than legislative laziness.

How would you want good actors to be recognized and distinguished from bad actors? What is the threshold you would define that at?

How about housing actually delivered? Nobody actually meets their RHNA for affordable housing (which is a legislative issue in and of itself), but some are clearly better than others. Cupertino is consistently the bottom of the barrel, which points to a means for enforcement.

I think RHNA reform is a very realistic short-to-medium term goal which isn't happening in *this* legislative cycle, but possibly in the next one.

Personally I wish SB 50 did distinguish cities making an effort from those that aren't. But there are relatively few good actors, and even "good" cities need to be doing more. We have ten years to stop global warming. That doesn't happen unless we start building near transit.

I was on the Caltrain Local Policy Makers Group committee for a couple of years. Electrification will be good. It isn't a game-changer in Sunnyvale.

BART. Maybe light rail. BRT would be good, but that's as much our fault as VTA's (and they did bungle that one). And the better public transit is oriented parallel to 101/280, when the need is more north/south.
