that's a really tough question. I lean toward college but also the traditional sense that "college is the path to secure work" has become kinda laughable at this point, especially for millennials

Early childhood education first. Biggest bang for the buck and most universal.

I would change it from childhood education to just plain-old daycare. I dont think the education part of childhood education is more important than allowing parents to leave their kids with someone so that they can work and live.
