That’s not really true. SF is far more oriented toward building permanent supportive housing units over shelter than other cities. The trade-off is that permanent supportive housing are far more capital intensive to build upfront.

Because sf has been doing shelters for nearly 40 years and is more advanced then many other cities and towns other places are trying to catch up to what we are doing .

SF for 20 years been more oriented in targeting existing SROs and displacing pre-existing tenants in order to avoid those capital intensive new buildings- which is partly why homeless numbers never change.
