The conversation goes this way because there are all these constraints on local government -- prop 13 starving them of cash, the federal government retreating from any meaningful role in producing low-income housing, etc. BUT:

When the policy convo about homelessness is dominated by how to manage data and services, it sends the implicit message that what needs fixing is the people, not the terribly f*cked up system we have for providing housing.

To be fair, SF voters passed #ourcityourhome which does generate that level of capital over some 40 years.... problem is no one wants to actually build the thing.
