Maybe a stupid question: but what I'm having a hard time with is since everyone from the homeless to tech ceo's are complaining about the lack of supply, why aren't the policies changing through civic action? (changing the mayor, a referendum, etc)

Oh I see. Are those like the supreme court justices: appointed and stay until they die or resign? If they're elected then given the inconvenience, what's missing for everyone to vote them out?
