      I’m not trying to be glib here. But the reason they didn’t consult w you is that you’re the type of org to do what you did today - protest a bill that already passed, and ignore a potential statewide right to shelter bill that is currently in the legislature.

      Sonja, speaking only for myself at present, I'm worried whether Sen. Wiener's "right to shelter" bill would confer a "right" to be told to sleep in a designated enclosure on pain of arrest, or whether it would mean a true right to live as a housed member of the community.

      http://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=201920200SB48 … It’s actually a fancy name for requiring cities designate space for shelters in areas that allow residential use (a lot of cities designate only in industrial areas) and make shelter use by right.

      Thx, but would creation of a designated shelter site in each town be used to justify more punitive sweeps of public spaces? A right to be housed in the community, & to live in informal housing at need, would be more reassuring.

      I don’t know. The bill was originally an actual right to shelter, it was already watered down to be by right for shelter.

      My understanding here is that Scott's intent is to force suburbs to the table on shelter provision, but the service providers in the cities do not want some overhanging mandate about shelter that financially cannibalizes other effective programming like PSH, rapid re-housing, etc

          Our intent was never to adopt a NY-style right to shelter, since that could drain resources from permanent housing. We made that clear from the get go. By “right to shelter,” we meant increasing people’s ability to access shelter/navigation centers. That’s what the bill does.

          Thanks for responding. Residential-area siting would lessen segregation, and arguably it's merciful not to break up households -- but still this guides towns to set up institutions to oversee "clients". Not self-organized groups, nor plain trailer parks nor campgrounds. Why?
