Could we stop saying "Planners" when we mean "elected officials?" Planners can't change zoning or set budgets.https://twitter.com/CityLab/status/1111683959442890752 …

Well maybe planners should have more power. I would really like it if planners could change zoning!

My thought is that maybe there’s a more effective way to approach land use than through a political method.

Mixed reactions... Planners are by no means benign or necessarily objective and can (and some indeed have) provide the "rational" validation for the real estate market. But many planners take their work seriously, and don't necessarily agree with politicization of city-building.

All of that's true but I think it's important to remind people that changes in Planning/Zoning Codes are a legal change voted on by elected officials. Planners can not change these things in a vacuum even if they write plans or make suggestions.

this is kinda true though. The city doesn't really have another way to finance itself. I haven't seen a good progressive alternative to this financial structure. Usually, it's just tax cos more, which is fine, but actually embeds this structural dependency even more.pic.twitter.com/mPzSWIcFzW

Such a thesis implies that Prop. 13 should have weakened 'real estate''s influence on California government/planners, by shifting a big portion of the tax base onto income rather than property taxes, no?

I actually find that plausible, but I suspect this author wouldn't hold up Cali as the jurisdiction where the power of real estate has been broken

Prop. 13 probably amplified the urgency of switching to a structural dependency on tech & capital gains for state/municipal govt revenue.

Oh sure, but if your theory is "local government caters to real estate because they depend on property taxes", the corollary is that real estate should be less influential where property taxes are low
