the way i see it: he will happily endorse local moderates over progressives (and NIMBYs over fair housing candidates) if that’s where the local political power is. completely rational decision if he wants to maintain his job security.

it’s not really his fault that community activism in Saratoga looks the way it does. if progressives wanted him to show courage on local issues, they should build local political power to the point that it would be in his interests to shift his alliances.
