As a starting point, we should fully tax properties that are vacant for longer than 1-2 years. Either by increasing their property taxes, voiding prop 13 to those units, or both.
we're prepping a house for sale owned by a family member in hospice. It's worth about $1M today, purchased for maybe a quarter of that in the mid-90s. The total annual property taxes on it for 2019? Two thousand dollars. Prop 13 was a monster that gutted everything.
