      Which has a particular structure centered enough on capital gains that it’s actually hard for the state to predictably or reliably budget for public services because the revenue source is so pro-cyclical.       At a city level, there’s a symbiotic relationship as well. When Ed Lee took over as mayor, SF was supposed to be running $800M+ deficits every year.       So you can change the tax structure in that way (and further progressive taxation is good!) but it will further increase the financial dependency of the cities and state on the ultra-wealthy in the long-run and also make the tax base even more volatile & unpredictable.

      "Sales tax on services," a very regressive tax. Surprise, surprise the neo-liberal group came up with that. I didn't see anything about a gross receipts tax on Landlord rents (the real winners from high land rents), nor anything about ending Billion-dollar Landlord tax subsidies.

      That would probably require overturning Prop. 13, which probably has to be done at the ballot.

          Agree CA Leg @LAO_CA has no interest in taking on Landlords and property Speculators, but a gross receipts tax on rents and ending Billion-dollar Landlord tax subsidies (interest write-offs, phony depreciation, tax-free exchanges, step-up in tax basis) aren't affected by Prop 13.
