Port of SF was transferred in 1968 to control of the City & County of SF - run by a 5-member commission, appointed by Mayor and approved by BOS. https://en.wikipedia.org/wiki/Port_of_San_Francisco …. If land it controls can be leased for a NavCenter, why not for interim (like YVR's TMH) or permanent housing?

It can be, and probably will be, permanent housing, but the long term use has to make money, so it can’t be subsidized housing in the long term.
