The land doesn’t belong to the city. It belongs to the port, which is an entirely different legal entity.

Is the city getting the land for market rates or way below? Yes or not, either the city or the port authority is subsidizing a very inefficient move

Nav centers are temporary, like operating for 3-5 years. Knowing what happened to 8 Washington in 2013, LOL on anything close to what you’re imagining even getting discussed in the next couple years. While that takes shape, why not use the land wisely in the interim?
