      This is an incredibly common belief (I read this in Mae Ngai's "Impossible Subjects"!), but it's not really right. Before 1924 (or 1917, really) immigration restriction and enforcement thereof was basically left to the states. An exception was Chinese exclusion in 1882...

          They were, but they did exist, and people did get deported simply for being in the country illegally...1924 (and 1917) was a big change, but it wasn't as fundamental a break as people think...
