Lack of savings or insurance has nothing to do with being responsible. Having savings and insurance also does not automatically imply responsibility. Compassion comes when we switch from a judgement-based language to a need-based one.

The flip side of freedom is responsibility. The ability to fail. How much of that cost should people bear themselves and how much should society 'insure' against for them? It is a judgement call something we are constantly trying to balance and get right I suspect.
