I don’t know if, in SJ’s case, that it’s like something Sam really wants to do so much as SJ has large obligations & no way to pay for them under the current rev structure & therefore anyone in Sam’s position, even if they were more progressive, would be making similar trade offs

Yes there is a net tax benefit. But unless there is a major housing component, and thousands of affordable units, tenants will end up paying much, much more in annual rent increases as a result of a big high tech-commercial project than SJ will ever see in net tax benefits.

Don’t know the fiscal scenario in LIC, but would imagine the same could be true in a number of areas with tight housing markets.
