My understanding at this stage is that Newsom is drawing the battlefield into a shape he thinks he can win (smaller). Which will provide board momentum which can be converted into further victories later to finish the project.* * This may not actually be the plan.

i have no idea. I can't understand why he didn't just stop and figure out how to fix the lack of cost control and continue, rather than just build a random segment.

He flip-flops on it constantly, based on whichever way the political winds are blowing at a given moment. I don't trust him with the project and wish we used approval voting or similar so I wouldn't have to vote for him for governor.
