It’s also the only thing keeping taxes on my expensive house artificially low. There’s no reason it can’t be adjusted to avoid burdening low and middle income people

I'm not that well-versed in the particulars, I just know I bought a house in 2002 that appreciated many % above what my tax did. I agree with you a million percent and think the tax should be adjusted to help homeowners in the 99% and not advantage those in the 1%

I don't think any legislator would be dumb enough to do that. The only thing that is on the ballot for 2020 is split roll, which affects commercial properties like office buildings and golf parks.
