The solution is to be like other states and restore LOCAL control. ELECTED local city council/school boards decide on spend, then tax properties proportionally based on value. It's a California misconception that property tax must be a fixed % of real value.

Local control gets us the pathetic amount of new housing starts though. It seems unlikely that communities would elect people that would reverse these policies given the track record on Prop-13 and building new housing. Perhaps I misunderstood?

Prop 13 caps tax increases to 2% per year. If it was changed to more like 8% there would be smoother growth from depressed rates to current market values, vs a sudden jump to market in repeal. Is that more politically feasible?

You don't have to repeal Prop 13, just tweak it - Prop 13 on only the primary residence. Second homes, rental and commercial properties should be exempted from Prop 13.

I’ve always thought we should replace it with a system based on relative sale price. If you’re willing to cap the resale value, you can cap your property taxes too. If you want market rate resale, you pay market rate property taxes.
